What to Bring to the NDLS

The four document types, every accepted option, and the list of documents the NDLS turns away.

Most rejected or delayed NDLS applications come down to paperwork. The NDLS needs four things from you: photo ID, proof of PPSN, proof of address and proof of normal residence. A Public Services Card covers several of them at once.

ShortcutIf you have a current Public Services Card, it counts as photo ID, proof of PPSN and, if your place of birth or nationality is in the EU/EEA, UK or Switzerland, proof of residence. Without a PSC you must bring separate documents for each of the four.

1. Photo ID (one of)

  • Irish driving licence or learner permit
  • Current Public Services Card
  • Irish passport, expired by no more than 12 months
  • Current passport valid for international travel (non-Irish citizens)
  • Current national identity card (EU/EEA/Swiss citizens)
  • Current UK photo driving licence
  • Current Irish travel document

2. Proof of PPSN (one of)

  • Public Services Card
  • Letter from Revenue or the Department of Social Protection showing your PPSN
  • P21, tax assessment or notice of tax credits
  • Social welfare payment receipt showing your full PPSN
  • Medical card, Drug Payment Scheme card or European Health Insurance Card
  • Payslip, P60 or P45

3. Proof of address (dated within 6 months)

The address must match your application exactly. The NDLS says even a misspelling can get the document refused, so compare it letter by letter before you go.

  • Public Services Card
  • Utility bill: electricity, gas, landline, broadband or cable TV. Printed online bills are fine. Mobile phone bills are not.
  • Bank, building society or credit union statement or letter (eStatements accepted). Store card and catalogue statements are not.
  • Letter from a government department or State agency, such as the HSE, Revenue, Social Protection or An Garda Síochána
  • Letter from an insurance company about an active policy

Aged 17–20 with no bills in your name? The NDLS also accepts a dated letter on headed paper from your secondary school or college, correspondence from SUSI or the CAO, or a letter from a bank, credit union or government body.

4. Proof of normal residence (one of)

Normal residence means you usually live in Ireland for at least 185 days a year. You only need this if your place of birth and nationality are both outside the EU/EEA, UK and Switzerland, but the document list is:

  • Public Services Card, where place of birth or nationality is in the EU/EEA, Switzerland, UK or Northern Ireland
  • Irish or UK long-form birth certificate, or adoption certificate
  • Certificate of entry in the Irish Foreign Births Register
  • Irish passport or passport card (current or expired by no more than 12 months)
  • Current EU/EEA/Swiss/UK passport or EU/EEA/Swiss national ID card
  • Current Irish Residence Permit (IRP), GNIB card or Temporary Residence Card, shown with a current passport or a PSC
  • Printed International Protection Applicant Digital Card, shown with a current passport or a PSC
  • For people under temporary protection from Ukraine: the Section 60 Temporary Residence document

Documents the NDLS will not accept

  • Irish passport expired by more than 12 months; any expired non-Irish passport or ID card
  • Photocopies of photo ID
  • GNIB card as photo ID (it only counts as residence evidence, alongside a passport or PSC)
  • College ID, employer ID (including Army or Garda ID), Garda age card
  • Short-form birth certificates, baptismal certificates, church marriage certificates, laminated certificates
  • Birth or adoption certificates not issued by the GRO in Ireland or the UK
  • Mobile phone bills, store card statements, handwritten letters or personal letters as proof of address
  • Proof of address older than six months
  • Driver theory test certificates as proof of address or PPSN
  • Deed polls not enrolled in the Irish High Court; temporary travel certificates

Frequently asked questions

What ID do I need for the NDLS?

Photo ID such as an Irish licence, Public Services Card or passport, plus proof of PPSN, proof of address from the last six months and, if it applies to you, proof of normal residence.

Is a mobile phone bill accepted as proof of address?

No. The NDLS does not accept mobile phone bills. Use a utility, bank or government letter instead.

How old can my proof of address be?

No more than six months old on the date you apply, and the address must match the application exactly.

Can I use a photocopy of my passport?

No. Photocopies of photo ID are not accepted. Bring the original.

Is a GNIB card or IRP enough on its own?

No. It is accepted as proof of residence only when shown with a current passport or a Public Services Card, and never as photo ID.
